INTRODUCTION
SERVICOM is a Service Delivery initiative of the Federal Government of Nigeria to re-engineer the service processes, attitudes and results of the civil and public services of the country. It aims to define categorically, in advance, what services are offered by each arm of government to the generality of the Nigerian public, the expected result and at what cost. It also proceeds to also define for every government establishment a complaints-and-redress mechanism. It is expected that the process would lead to an improved and accountable civil service and as a result a satisfied Nigerian public.
SERVICOM, which is a service compact with the Nigerian people has the full backing of the President and has been endorsed by the Vice President, the Secretary to Government, the Head of Service and all the ministers. The Honourable Ministers are therefore expected to drive the process through their respective ministries and parastatals.
STRUCTURE
The SERVICOM office is headed by Mr. Ad’Obe Obe, Senior Special Assistant to the President (Strategy) and is located within the office of the Secretary to Government of the Federation (SGF).
To drive the project, Ministerial Servicom Units (MSUs) are to be established in all Federal Ministries and Servicom Nodal Officers appointed by all ministries, agencies and extra-ministerial departments. A Servicom Committee made up of the Nodal Officers of its parastatals headed by the ministry’s Nodal Officer is to be set up by all ministries. SERVICOM IN THE NIGERIAN SHIPPERS' COUNCIL(NSC)
The Council has established a Servicom Committee and nominated a Nodal Officer who represents the Council at the Federal Ministry of Transport's Servicom Committee.
The NSC Servicom Committee has worked out a SERVICOM CHARTER for the Council. The SERVICOM CHARTER states the Vision and Mission statements of the Council and details the services provided, the customers or clients, and the complaints-redress mechanism available to the shippers and the general public.
In addition to above the NSC Servicom Committee has taken the following actions to position the Council in the vanguard of the implementation of this laudable initiative:
- Erected SERVICOM BILL BOARDS at all the floors of the head office in Apapa, Lagos. Plans are afoot to erect similar billboards at the Zonal offices nation-wide.
- In the process of installing Customers’ Suggestion Boxes at all office locations of the Council
- Produced Servicom handbills, stickers and posters
- Set up plans for internal enlightenment of staff on the Service Delivery objectives of Servicom.
- Finalized plans to publish the Nigerian Shippers' Council Service Charter and make it available in booklet form to all staff and customers.
